Bureaucracy and Democracy presume that the courts interpretation of the right was accurate, do you turn over that the states government agency to regulate in these matters should outdo the federal governments right to do so? What, if anything, should be done? No I do not think the states power to regulate in these matters should outweigh the federal government. How do they differ and, from your standpoint, which is preferent in terms of maintaining agency management and controlling the actions of the agency?
